The Prevent Duty is a crucial part of the UK’s counter-terrorism strategy, aiming to prevent individuals from becoming terrorists or supporting terrorism. It places a legal obligation on public bodies, including local authorities, to identify and support those at risk of radicalisation.

Concerns have been raised about the effectiveness of Prevent’s implementation by local authorities. Some council workers are reportedly hesitant to refer individuals from Islamic backgrounds due to fears of being labelled Islamophobic, despite the majority of Prevent investigations focusing on Islamist causes. This reluctance undermines the Prevent strategy and can lead to missed opportunities for early intervention and prevention of radicalisation.

There is also a concern that some individuals referred to Prevent might be better served by mental health services. The overlap between mental health issues and radicalisation is complex, and ensuring that individuals receive the appropriate support is crucial for both their wellbeing and public safety.

It is counterproductive for local authority workers to create their own hierarchy of extremism, based on prejudice. All dangerous extremism needs to be challenged without fear or favour. Local authorities must ensure their staff implement the Prevent strategy effectively and that individuals receive the support they need.
